New tutorial on how to use both migrated & HREF versions for comments

This is a post which will use the new HREF version for the comments-box plugin
on top of the XID+MIGRATED, and it’s base on the post-date
so the old posts still using the old xid+migrated attributes
but the new posts will use the new href version.
